The process has been fair. No Council Members sat on the preliminaries. That was insisted upon by some members of Council.
A highly respected police official from another muncipality that helps in many other muncipalities brought in his existing selection process and that was used here. It was not a process concocted locally and he oversaw it.
All Council will take part in the final selection process for every remaining candidate.
Now, why is the process not open? To protect the candidates' current jobs so that those who are not selected are not punished for applying.
This is a process designed to attract good candidates without fear of loosing their jobs for applying here.
Is competely open from the beginning more desirable? Yes. But is it fair or practical for the applicants? No.
