My understanding is Ruby Tuesday wishes to relocate to another location in PTC. Not go away.
As for why Walgreen's three years out? Maybe to lock down the site for them or maybe to escape the idea of ordinance changes that would have governed such things as two drug stores next to each other out of fear generated after the Moratorium proposal showed a serious goal of getting development under proper control.
